Capacity Allocation and Congestion Management Guideline
Commission Regulation (EU) 2015/1222 established a guideline on capacity allocation and congestion management.
What is this guideline?
The guideline sets out the methods to calculate how much space can market participants use on cross border lines without endangering system security. It also harmonises how cross border markets operate in Europe. It is the cornerstone of a European single market for electricity.

Fallback procedures
Article 44 of the guideline requires a proposal for robust and timely fallback procedures. This ensures efficient, transparent and non-discriminatory capacity allocation if the single day-ahead coupling process is unable to produce results.
Market coupling operator functions (MCO)
Article 7 of the guideline requires a plan to jointly set up and perform the MCO functions.
Day-Ahead Firmness Deadline (DAFD)
Article 69 of the guideline requires a common proposal for a single day-ahead firmness deadline.
